Jakarta Governor, Anies Baswedan plans to intensify public participation in running development programs in Jakarta by implementing Procurement Type III and IV schemes.

This procurement scheme has been regulated in Presidential Decree No. 16/2018 about Government Goods/Services Procurement. His side wants citizen to have a role in managing Jakarta City Budget (APBD) thus City Budget can play a role in moving the economy.

Public Participation in City Development OptimizedHe assessed, local communities such as Karang Taruna, PKK, and RT/RW administrators should be able to manage their own villages based on Jakarta Government's standards. By this way, development program can run smoothly and transparently without breaking the rules.
"Usually, procurement is run
by third parties through tender process, but in this program, public communities can participate in procurement by using the same amount of budget," he stated.Procurement Type III is planned and monitored by Ministry / institution / regional apparatus who are responsible for the budget while community group acts as the executor.
Meanwhile, Procurement Type IV is planned and monitored by Ministry / institution / regional apparatus who are responsible for the budget or based on community group's proposal and this procurement is implemented and monitored by community group.
